The 2P is actually much more common in arcade fighting games, like Street Fighter or Tekken. When the first player (1P) had chosen one character, and the second player (2P) had chosen the same character as 1P, the 2P's character would look slightly different; like, different clothes, different hairstyle, different sort of attitude.
Hence the 2P term.
2P Hetalia aren't exactly evil...they're just different, possibly a bit badass, but not totally the opposite of the original ones.
